There are several components that go into writing a song that has merit. The songwriter should have some basic talent, a sense of rhyme and rhythm, and be prepared to work really hard to bring the song into being. The song should convey a message through choice of words and associated emotions. Finally, not everyone can become a songwriter even if they work hard at the craft.
